New theoretical contribution
The research has found five (5) determinants of/ conditions for urban service sector development:
1. Service growth has strong positive correlation with level of GDP per capita. Service usually grows faster than other 02 sectors leading to increasing contribution of service to GDP.
2. Services that have been liberalized have also grown significantly faster. The services segments which were both liberalized and tradable grew 7-8 percentage points higher than the control group (non-tradable/ non liberalized services).
3. The third determinant of service growth is sufficient human resources. In overall, there is a positive but modest elasticity for medium skilled labor, and a large elasticity for skilled labor. the service sector development in a city is heavily
4. There is correlated with urban management and governance such as development planning, land management, infrastructure development, environmental control, rural - urban migration management with the service growth.
New recommendations from the research
The thesis has proposed 03 overall measures and 01 group of specific measures to accelerate development of service sectors in Vientiane Capital City:
1. Create more favorable legislative environment relating to the service sector. Endorse more rights and better environment to the services business activities.
2. Enhance competitiveness of service sectors. The top priority is to enhance service quality align with development of multi services product strategy, encourage usage of advanced modern technology in service business operation is also necessary
3. Create linkages among service sectors. Set up service sector development master plan in Vientiane capital area. Clarify the roles and duties between related sectors. Transferring the master plan into details with development plans for service sector in short and long term through work scheme and projects
4. Concrete measurement for selected service sectors.
