Tiếp cận vai trò nhà nước theo các khâu của quá trình quản lý trong mối tác động qua lại với các nhân tố ảnh hưởng , luận án cho rằng, việc khai thác tốt các nhân tố như bộ máy tổ chức quản lý, năng lực đội ngũ cán bộ thực thi, sự phối hợp giữa các cấp các ngành và phối hợp« bốn nhà »,cũng như nâng cao năng lực, ý thức của các doanh nghiệp và các hộ gia đình trồng cây dược liệu sẽ đảm bảo cho việc thực hiện tốt vai trò nhà nước trong xây dựng hệ thống chính sách, cũng như thực hiện công tác quy hoạch, kế hoạch và tăng cường kiểm tra, giám sát, điều chỉnh, bổ sung, xử lý vấn đề nảy sinh trong quá trình thực thi quản lý; điều đó sẽ làm cho phát triển cây trồng dược liệu tăng lên về quy mô, tốc độ, thay đổi cơ cấu theo hướng tích cực, đảm bảo cây trồng dược liệu phát triển bền vững.

 

 

Từ kết quả phân tích tại một số tỉnh miền BắcViệt Nam, cụ thể là Hưng Yên, Bắc Giang và Hà Giang, luận án đã đề xuất bốn vấn đề quan trọng về tăng cường vai trò nhà nước đối với phát triển cây trồng dược liệu:

 

i)Chính quyền các cấp cần tập trung hoàn thiện hệ thống chính sách theo hướng tăng cường hỗ trợ người trồng cây dược liệu tiếp cận dễ dàng hơn về đất đai, thị trường, ứng dụng tiến bộ khoa học công nghệ,vốn, nâng cao chất lượng nhân lực, phát triển cơ sở hạ tầng; khuyến khích quy hoạch phát triển các vùng trồng dược liệu tập trung, với quy mô đủ lớn theo nguyên tắc, tiêu chuẩn thực hành trồng trọt và thu hái cây thuốc của Tổ chức Y tế Thế giới (GACP-WHO), gắn với chính sách phát triển công nghiệp chế biến, hỗ trợ tiêu thụ sản phẩm để bảo vệ quyền lợi của người trồng dược liệu; tăng cường công tác kiểm tra giám sát để thực hiện phát triển bền vững cây trồng dược liệu.

 

ii)Nâng cao năng lực bộ máy quản lý, tăng cường sự phối hợp giữa các cấp các ngành, giao cho Bộ Y tế là người chủ trì trong công tác quy hoạch phát triển sản xuất, chế biến và tiêu thụ cây trồng dược liệu trên cơ sở phối hợp với các bộ ngành có liên quan.

 

iii) Tăng cường sự phối hợp 4 nhà, lấy doanh nghiệp làm trung tâm.

 

iv)Chú trọng công tác tuyên truyền giáo dục, bồi dường nhằm nâng cao năng lực, ý thức  trách nhiệm của các doanh nghiệp, các hộ gia đình trồng cây dược liệu.

Approach to the role of the state according to the stages of the management process in term of interaction with influencing factors, a dissertation refers to the good exploitation of factors such as organizational structure, the capability of enforcement officers, coordination between sectors and coordination «Four elements», as well as raising the capacity and awareness of enterprises and households to plant medicinal herbs, it will ensure good performance of the state role in developing the policy system, as well as implementing the planning,The thesis refers to the plan to strengthen monitoring, inspection, adjustment, additional, handging the problems during the implementation of management; This will increase the growth of medicinal plants in terms of scale, speed, structural changes in the positive direction, to ensure that the medicinal plants grow sustainably.

 

 

From the analysis results in some northern provinces of Vietnam as Hung Yen, Bac Giang and Ha Giang, the thesis proposes four important issues for strengthening the role of the state in the development of medicinal plants:

 

i) Governments at all levels should focus on improving the policy system in the direction of increasing the support to farmers to access easier access to land, market, application of scientific and technological advances, capital, improve the quality of human resources, infrastructure development; Encourage development planning growing areas medicinal, with the scale large enough to principle, the World Health Organization (GACP-WHO) standards for crop cultivation and medicinal plant harvesting, associated with the policy of development of processing industry, to support the sale of products to protect the interests of the growers; strengthening inspection and supervision to implement the sustainable development of medicinal plants.

 

ii) Strengthening the capacity of the management, strengthen the coordination between all levels and sectors, assigned the Ministry of Health as the person in charge of planning production development, processing and consuming medicinal plants on the basis of coordination with relevant ministries.

 

iii) Strengthening the coordination of 4 elements, take the enterprise is centered 

 

iv) Focusing on education and retraining in order to improve the capacity, the sense of responsibility of businesses, households cultivated medicinal plants.
