Những đóng góp mới về mặt học thuật, lý luận: 
 
(1) FDI trực tiếp làm tăng kim ngạch xuất khẩu của Việt Nam do xuất khẩu của các DN FDI nhưng cũng trực tiếp làm tăng kim ngạch nhập khẩu của Việt Nam do nhập khẩu của chính các DN FDI. Xuất khẩu tăng mạnh nhưng nhập khẩu đầu vào sản xuất của các DN FDI cũng tăng nhanh tương ứng. Do đó, chủ động về công nghệ, đầu vào sản xuất, các sản phẩm công nghiệp hỗ trợ, tham gia sâu hơn vào chuỗi cung ứng toàn cầu của các DN FDI sẽ tăng cường được tác động tích cực và hạn chế được tác động tiêu cực của FDI tới xuất nhập khẩu, tăng giá trị gia tăng và tỷ lệ nội địa hoá cho hàng hoá xuất khẩu Việt Nam.
 
(2) Thông qua các kênh tác động gián tiếp như tạo áp lực cạnh tranh, chuyển giao công nghệ và tri thức, FDI vừa tác động tích cực vừa tác động tiêu cực tới kim ngạch xuất khẩu của Việt Nam. DN FDI tạo áp lực cạnh tranh, chuyển giao công nghệ và tri thức cho các DN nội địa, từ đó làm tăng khả năng và giá trị xuất khẩu của các DN nội địa, cộng hưởng làm tăng kim ngạch xuất khẩu của Việt Nam. Tuy nhiên, nếu các DN FDI tạo ra áp lực cạnh tranh quá gay gắt, chuyển giao công nghệ lạc hậu và thu hút nhân lực chất lượng cao từ các DN nội địa, FDI lại tác động tiêu cực, làm giảm sức cạnh tranh, giảm cơ hội và giá trị xuất khẩu của các DN nội địa. 
 
(3) Trong dài hạn, FDI có tác động trực tiếp làm giảm kim ngạch nhập khẩu của Việt Nam nhờ thay thế hàng hoá nhập khẩu bằng hàng hoá được sản xuất bởi chính các DN FDI. Bên cạnh đó, thông qua tác động lan toả về công nghệ và tri thức từ các DN FDI, trong dài hạn, Việt Nam có thể tự chủ được công nghệ, đầu vào sản xuất và các sản phẩm công nghiệp hỗ trợ thay vì phải nhập khẩu. Do đó, nâng cao khả năng hấp thụ công nghệ và tri thức từ FDI sẽ giúp tăng cường được tác động tích cực của FDI tới nhập khẩu của Việt Nam.
 
(4) Sự xuất hiện của các DN FDI trong ngành chế biến chế tạo và một số lĩnh vực công nghệ cao đã góp phần chuyển dịch cơ cấu hàng hoá xuất khẩu Việt Nam theo hướng tích cực: tăng tỷ trọng các mặt hàng chế biến – tinh chế và một số mặt hàng có hàm lượng công nghệ chất xám cao. Bên cạnh đó, FDI cũng góp phần làm thay đổi cơ cấu hàng hoá nhập khẩu Việt Nam một cách tích cực: tăng tỷ trọng nhóm tư liệu sản xuất và giảm tỷ trọng nhóm hàng tiêu dùng. Do đó, định hướng thu hút FDI vào các ngành theo mục tiêu phát triển của từng giai đoạn cụ thể sẽ giúp tăng cường tác động tích cực của FDI tới cơ cấu hàng hoá xuất nhập khẩu.
 
(5) FDI tác động tích cực tới việc mở rộng thị trường xuất nhập khẩu Việt Nam. Thêm vào đó, sự thay đổi cơ cấu nhà đầu tư FDI sẽ dẫn tới sự thay đổi cơ cấu thị trường xuất nhập khẩu Việt Nam. Kết quả nghiên cứu cho thấy, kh.i. m.ột quốc gia. đầu. tư FDI. vào Vi.ệt N.a.m c.àn.g. n.h.i.ều. thì quy mô và giá trị xuất nhập khẩu giữa Việt Nam và quốc gia đó sẽ càng tăng.. Do vậy, điều chỉnh cơ cấu nhà đầu tư FDI sẽ giúp Việt Nam có được các đối tác thương mại chiến lược, từ đó tăng cường tác động tích cực và hạn chế tác động tiêu cực của FDI tới xuất nhập khẩu.
 
(6) Kế thừa mô hình lực hấp dẫn, luận án đã xây dựng mô hình đánh giá tác động của FDI tới kim ngạch xuất nhập khẩu ở Việt Nam. Thêm vào đó, với việc lượng hoá mức độ tác động của FDI tới kim ngạch xuất nhập khẩu trong hai giai đoạn trước và sau gia nhập WTO, luận án đã chứng minh được việc gia nhập WTO làm tăng mức độ tác động tích cực của FDI tới kim ngạch xuất khập khẩu ở Việt Nam. Do đó, tăng cường và nâng cao hiệu quả của hội nhập kinh tế quốc tế sẽ góp phần tăng cường tác động tích cực của FDI tới xuất nhập khẩu ở Việt Nam.
 
Những phát hiện, đề xuất mới rút ra được từ kết quả nghiên cứu, khảo sát của luận án:
 
Luận án đã chỉ ra rằng FDI vừa có tác động tích cực vừa có tác động tiêu cực tới xuất nhập khẩu ở Việt Nam thông qua cả kênh tác động trực tiếp và gián tiếp. Theo quan điểm của tác giả luận án, để tăng cường tác động tích cực và hạn chế tác động tiêu cực của FDI tới xuất nhập khẩu ở Việt Nam trong thời gian tới cần tập trung vào một số giải pháp sau:
 
(1) Điều chỉnh chính sách thu hút FDI nhằm đẩy mạnh xuất khẩu, hạn chế nhập khẩu và chuyển dịch cơ cấu hàng hoá xuất nhập khẩu theo hướng tích cực;
 
(2) Tạo lập các điều kiện thuận lợi để phát huy được tối đa những tác động lan toả tích cực của FDI tới các DN xuất khẩu nội địa;
 
(3) Giải quyết các nguyên nhân gây ra các tác động tiêu cực của FDI tới xuất nhập khẩu ở Việt Nam;
 
(4) Tăng cường sự tham gia sâu hơn của các DN nội địa Việt Nam vào chuỗi cung ứng toàn cầu của các DN FDI;
 
(5) Tăng cường và nâng cao hiệu quả của hội nhập kinh tế quốc tế, đặc biệt là hội nhập về đầu tư và thương mại.

THESIS’S NEW CONTRIBUTIONS
 
Thesis title: Impacts of foreign direct investment on import and export in Vietnam

Academic and theoretical new contributions: 
 
(1) FDI directly increases Vietnam’s export turnover thanks to export performance of FDI enterprises. However, at the same time, it also directly increases Vietnam’s import turnover because of these FDI enterprises’ import demand. Then, there has been a strong growth in both export capacity and import of manufacturing inputs in FDI enterprises. As a result, the proactiveness of technology, manufacturing inputs supply and supporting industries as well as their deeper participation in FDI enterprises’ global supply chain would help fostering FDI’s positive impacts and mitigating its negative ones on import export, as well as increasing the value added and localization rate for Vietnam’s export goods.
 
(2) Through indirect impact channels like competitiveness pressure, technology and knowledge transfer, FDI puts both positive and negative impacts on Vietnam’s import export turnover. FDI enterprises construct pressure of competitiveness, transfer technology and knowledge for domestic enterprises, which enhances export capacity and value of these domestic enterprises. This is a supplementary factor contributing to the growth in export turnover in Vietnam. However, if FDI enterprises create intense competitiveness, transfer backward technology and attract high quality human resource from local enterprises, FDI might have negative impacts such as decreasing competitiveness, opportunities and export value of local enterprises. 
 
(3) In the long run, FDI puts a direct impact on the decline of Vietnam’s import export turnover. This results from the usage of products by FDI’s enterprises in place of imported goods. In addition, through wide impact of FDI enterprises’ technology and knowledge, in the long term, Vietnam can hold an active role in technology, manufacturing inputs supply and supporting industries rather than importing these kinds of goods. Therefore, improving the capability of technology and knowledge adaptation from FDI would help enhance its positive impacts on Vietnam’s import.
 
(4) The establishment of FDI enterprises in the fields of manufacturing, processing industries and high technology has contributed to Vietnam’s export goods structure transition under a positive orientation aiming at an increase in proportion of processed-refined goods and some products with great human capital technology. In addition, FDI also helps in the structure change of Vietnam’s import goods in a positive basis: increasing the proportion of capital goods and decreasing the proportion of consumer goods. Consequently, the tendency of attracting FDI into specific areas in compliance with the targets of each development period would help promoting FDI’s positive impacts on the structure of import export goods.
 
(5) FDI puts positive impacts on the expansion of Vietnam’s import export market. Moreover, the change in FDI investor structure would lead to that of Vietnam’s import export market structure. The research results reveal that the more a country invests FDI. in Vietnam, the greater the import export size and value between that country and Vietnam is.. Thus, adjustment of FDI investor structure would help Vietnam cooperate with strategic trade partners, which then fosters FDI’s positive impacts and mitigates its negative ones on import export.
 
(6) Following the gravity model, the thesis constructed a model serving the evaluation on impacts of FDI on import export turnover in Vietnam. Furthermore, based on the quantification of level of FDI’s impacts on import export turnover in the two periods of pre- and post-WTO participation, the thesis proved that the participation in WTO brought about an increase in level of FDI’s positive impact on import export turnover in Vietnam. Therefore, fostering and improving the efficiency of international economic integration would contribute to the enhancement of FDI’s positive impacts on import export in Vietnam.
 
Identifications and recommendations based on the thesis’s findings and survey:
 
The thesis stated that FDI has both positive and negative impacts on import export in Vietnam through direct and indirect channels. From the perspective of the thesis’s author, for the purpose of fostering FDI’s positive impacts and mitigate its negative ones on import export in Vietnam in the upcoming time, it is essential to concentrate on the following solutions: (1) Adjusting policies on attracting FDI in order to promote export, limit import and ensure changes of import export good structure under the positive orientation; (2) Establishing favorable conditions to optimize FDI’s expansion of positive impacts on local export enterprises; (3) Tackling causes of FDI’s negative impacts on import export in Vietnam; (4) Exploring deeper involvement of Vietnam’s local enterprises in global supply chain of FDI enterprises; (5) Enhancing and improving the effectiveness of international economic integration, especially that of investment and trade integration.
