Những đóng góp mới về mặt học thuật, lý luận
Đóng góp mới của luận án về mặt lý luận là lần đầu tiên (i) xây dựng được khung lý thuyết nghiên cứu chính sách DVCTXH tại cộng đồng với NKT; (ii) xây dựng được bộ tiêu chí đánh giá chính sách DVCTXH tại cộng đồng với NKT về các khía cạnh phù hợp, tính hiệu lực và tính hiệu quả dựa trên các yếu tố ảnh hưởng tới chính sách này. Bên cạnh đó, luận án còn (iii) bổ sung và hệ thống hóa (1) khái niệm và đặc điểm của DVCTXH tại cộng đồng với NKT; (2) khái niệm, mục tiêu và các nội dung của chính sách DVCTXH tại cộng đồng với NKT; (3) các mục tiêu, các nội dung chi tiết của các chính sách bộ phận trong các lĩnh vực: trợ giúp xã hội, y tế, giáo dục và tư pháp của chính sách này đến năm 2025, tầm nhìn đến 2030.
Những phát hiện, đề xuất mới rút ra được từ kết quả nghiên cứu, khảo sát của luận án
Kết quả của luận án cho thấy xu hướng phát triển và thực hiện chính sách DVCTXH tại cộng đồng với NKT là hướng đi đúng và cần thiết. Ở đâu đã thiết lập và đang vận hành mạng lưới DVCTXH tại cộng đồng với NKT thì ở đó tỷ lệ NKT tiếp cận được các dịch vụ hỗ trợ, chăm sóc liên quan cao hơn đáng kể. Chi phí dịch vụ tại cộng đồng luôn thấp hơn ít nhất một nửa, trong khi mức độ hài lòng của người thụ hưởng cao hơn. Do vậy, Việt Nam một mặt cần tăng cường khung khổ chính sách đủ mạnh (như luật, nghị định…) về công tác xã hội (CTXH) để chuyên nghiệp hóa mạng lưới DVCTXH, đồng thời hoàn thiện chính sách DVCTXH tại cộng đồng với NKT trong thời gian tới. Cụ thể:
Thứ nhất, Bộ Lao động - Thương binh & Xã hội phối hợp với Bộ Tài chính, Bộ Kế hoạch và Đầu tư và các Bộ, ngành liên quan rà soát, tính toán các phương án bố trí dư địa tài chính đầu tư phát triển cơ sở hạ tầng, trang thiết bị và nhân lực để mở rộng mạng lưới cung cấp DVCTXH tại cộng đồng với NKT, bảo đảm hài hòa giữa phát triển kinh tế với ổn định xã hội và bảo vệ môi trường;
Thứ hai, chính quyền địa phương chỉ đạo các Sở, ban ngành liên quan, phối hợp đánh giá và xây dựng kế hoạch thực hiện chính sách DVCTXH tại cộng đồng với NKT thuộc lĩnh vực quản lý tại địa phương; Bố trí ngân sách, nhân lực, cơ sở vật chất để mở rộng mạng lưới các tổ chức cung cấp, đội ngũ cán bộ, nhân viên và cộng tác viên CTXH, các tổ chức có liên quan cung cấp DVCTXH tại cộng đồng với NKT một cách kịp thời và hiệu quả;
Thứ ba, với các lĩnh vực cụ thể cần có những thay đổi cơ bản về mặt thiết kế và thực hiện chính sách. Cụ thể: lĩnh vực TGXH cần nghiên cứu hoàn thiện danh mục dịch vụ, tiêu chuẩn và đơn giá DVCTXH tại cộng đồng với NKT, tiêu chuẩn nghiệp vụ cán bộ, nhân viên cung cấp DVCTXH tại cộng đồng với NKT trong các lĩnh vực: TGXH, y tế, giáo dục và tư pháp; lĩnh vực y tế cần hoàn thiện quy trình cung cấp, cơ chế phối hợp cung cấp dịch vụ; lĩnh vực giáo dục cần nghiên cứu ban hành cơ chế phối hợp liên ngành, đặc biệt giữa ngành giáo dục đào tạo với dạy nghề, tạo việc làm cho NKT, cơ chế phối hợp gắn kết dữa dịch vụ tại nhà trường với gia đình; và lĩnh vực tư pháp cần nghiên cứu sớm ban hành thông tư hướng dẫn phát triển, làm rõ chức năng, nhiệm vụ thực hiện cung cấp DVCTXH tại cộng đồng với NKT của cán bộ hộ-tịch tư pháp cấp cơ sở, để phát huy chức năng, nhiệm vụ cũng như thế mạnh của ngành tư pháp đối với NKT.

New academic, theoretical and practical contributions
The thesis’s academic and theoretical contributions are for the first time ever development of (i) the theoretical framework for policy research of the policy on community-based social work services (CBSWS) for persons with disabilities (PWDs) and (ii) the set of criteria and corresponding indicators for assessing the aspects of relevance, efficiency and effectiveness based on the factors affecting of this policy. Additionally, the thesis also contributes to (iii) improved and systematized (1) the definition and characteristics of CBSWS with PWDs; (2) the definition, objectives and contents of the policy on CBSWS for PWDs and (3) the objectives and specific contents of this policy’s components in the fields of social assistance; health care; education, and legal aid in Vietnam until 2025 and vision to 2030.
Key findings and new proposals drawn from the research and survey results
The thesis proves that it is right and necessary to design and implement the policy on CBSWS for PWDs. It also demonstrates wherever a network of CBSWS has been established and operational, the percentage of PWDs accessing/benefiting from the related care and support services is significantly higher. The cost of CBSWS is always at least half cheaper, while the satisfaction level is higher than that at the centre. The Government of Vietnam should therefore strengthen its policy framework (i.e., law, decree) on social work to be strong enough to professionalize the social work service network on the one hand, and improve the policy on CBSWS for PWDs in the coming period, on the other hand. Specifically as follows:
Firstly, the Ministry of Labor - Invalids and Social Affairs should coordinate with the Ministry of Finance, Ministry of Planning and Investment and relevant ministries, sectors in reviewing and making funds available for investment in infrastructure, equipment and human resource development to expand the network of CBSWS for PWDs, to ensure harmony among economic development and social stability and environmental protection;
Secondly, the sub-national governments should direct relevant departments and agencies to assess and develop their action-plans to implement the policy on CBSWS for PWDs in the fields of their management at local levels; allocate budget, human resources, and facilities to expand the network of service providers, social workers, social work collaborators and related organizations to timely and effectively deliver CBSWS for PWDs;
Thirdly, in terms of specific fields, it is necessary to improve the design and implemenation of this policy. Particularly, in the field of social assistance, it is necessary to study and issue the service list, standards and prices of CBSWS for PWDs, and professional standards of social workers and social work collaborators who provide CBSWS for PWDs in the fields of social assistance, health care, education and legal aid; in the the field of health care, it is necessary to improve the delivery process and coordination mechanism for CBSWS for PWDs; in the field of education, it is necessary to study and promulgate an inter-sectoral coordination mechanism, especially among different components of education and training, vocational training, empoyment creation for PWDs, strengthening the linkages between social work services at schools and families for PWDs; in the field of legal aid, it is necessary to study and issue a circular on development and provision of CBSWS for PWDs; clarify the tasks of CBSWS for PWDs which the judicial officers at grassroots level are accountable for, in order to promote the functions, tasks and advantages of the Justice sector for PWDs.
