1. Những đóng góp mới về mặt học thuật, lý luận
Luận án đã hệ thống hoá và làm rõ thêm một số vấn đề lý luận và kinh thực tiễn về chính sách thúc đẩy các hình thức hợp tác, liên kết trong sản xuất – tiêu thụ sản phẩm đối với một quốc gia.
Luận án đã phân tích và đánh giá thực trạng chính sách thúc đẩy các hình thức hợp tác, liên kết trong sản xuất – tiêu thụ sản phẩm trong ngành thuỷ sản Việt Nam và phần nào đó các hình thức hợp tác, liên kết sản xuất tiêu thụ sản phẩm thuỷ sản Việt Nam.
Luận án đã chỉ rõ những điểm hợp lý những bất cập và nguyên nhân trong ban hành, tổ chức và thực thi chính sách thúc đẩy các hình thức hợp tác, liên kết trong sản xuất – tiêu thụ sản phẩm thuỷ sản Việt Nam
Trên cơ sở đó, luận án đã đề xuất được những định hướng và một số giải pháp hoàn thiện các chính sách thúc đẩy các hình thức hợp tác, liên kết trong sản xuất - tiêu thụ sản phẩm trong ngành thủy sản Việt Nam đến năm 2030.
2. Những phát hiện, đề xuất mới rút ra được từ kết quả nghiên cứu, khảo sát của luận án
Luận án cho rằng trong bối cảnh hội nhập kinh tế quốc tế ngày càng sâu rộng, việc xây dựng và hoàn thiện chính sách thúc đẩy các hình thức hợp tác, liên kết trong sản xuất – tiêu thụ sản phẩm thuỷ sản cần phải thực sự coi trọng. Chính phủ cần tạo ra cơ chế phối hợp chặt chẽ và hiệu quả giữa các Bộ, Ban, Ngành từ Trung ương đến địa phương trong xây dựng, hoạch định và thực thi chính sách thúc đẩy các hình thức hợp tác, liên kết trong sản xuất – tiêu thụ sản phẩm thuỷ sản góp phần nâng cao giá trị sản phẩm, vượt qua các hàng rào kỹ thuật trong xuất khẩu thuỷ sản, xây dựng và tạo dựng thương hiệu cho thuỷ sản Việt Nam trên thị trường quốc tế. Trước hết là cần tiếp tục đổi mới mạnh mẽ về nhận thức, tạo ra tính đột phá mới, động lực mới trong chính sách thúc đẩy các hình thức hợp tác, liên kết trong sản xuất – tiêu thụ sản phẩm thuỷ sản theo hướng tuân thủ các nguyên tắc thị trường, phù hợp với các thông lệ và chuẩn mực quốc tế; khai thác và phát huy mọi nguồn lực và lợi thế của đất nước, phối hợp đồng bộ và có hiệu quả giữa chính sách với các cải cách toàn diện khác trong nền kinh tế nhằm tận dụng tốt cơ hội và hạn chế các thách thức do các Hiệp định FTAs thế hệ mới mang lại.

1. New academic and theoretical contributions
The thesis has systematized and clarified some theoretical and practical issues about policies to promote forms of cooperation and association in production and consumption of products for a country.
The thesis has analyzed and evaluated the current situation of policies to promote forms of cooperation and association in production and consumption of products in Vietnam fisheries and to some extent forms of cooperation and association in production. consumption of aquatic products in Vietnam.
The thesis has pointed out the reasonable points of inadequacies and causes in promulgating, organizing and implementing policies to promote forms of cooperation and association in the production and consumption of Vietnamese seafood products.
On that basis, the thesis has proposed orientations and some solutions to improve policies to promote forms of cooperation and association in the production and consumption of products in Vietnam fisheries until the end of the year. 2030.
2. New findings and recommendations drawn from the research and survey of the thesis
The thesis believes that in the context of international economic integration deepening, the development and improvement of policies to promote forms of cooperation and association in the production and consumption of aquatic products need to really seriously. The Government needs to create a close and effective coordination mechanism among ministries, departments and branches from central to local levels in formulating, planning and implementing policies to promote various forms of cooperation and association in production. The production and consumption of aquatic products contributes to improving the value of products, overcoming technical barriers in seafood export, and building and branding Vietnamese seafood in the international market. First of all, it is necessary to continue to strongly innovate in awareness, create new breakthroughs and new motivations in policies to promote forms of cooperation and association in the production and consumption of aquatic products in the direction of compliance. comply with market principles, in accordance with international practices and standards; exploit and promote all resources and advantages of the country, coordinate synchronously and effectively between policies and other comprehensive reforms in the economy in order to make good use of opportunities and limit challenges caused by new generation FTAs bring.
