Vào 16h00 ngày 01/08/2020 tại P501 Nhà A2, Trường Đại học Kinh tế Quốc dân tổ chức lễ bảo vệ luận án tiến sĩ cho NCS Trần Thị Thoa, chuyên ngành Kinh tế nông nghiệp, với đề tài "Nghiên cứu sự tham gia của cư dân nông thôn trong xây dựng nông thôn mới tại vùng đồng bằng sông Hồng".

Những đóng góp mới về mặt học thuật, lý luận 
 
(1) Lý thuyết sự tham gia (Arnstein, 1969) và lý thuyết các bên liên quan (Freeman, 1984; Mitchell, 1997) cho thấy nếu đối tượng bị quản lý được lắng nghe nhiều hơn, được tham gia nhiều hơn và hợp tác cùng nhà quản lý thì dễ dàng đạt mục tiêu quản lý. Luận án mở rộng xem xét cơ sở lý luận về sự tham gia của cư dân nông thôn trong XDNTM ở khía cạnh phương thức và nội dung tham gia. 
(2) Vận dụng lý thuyết về hành động tập thể (Tarrow 1988, Sandler 1992), Luận án phát hiện hành động tập thể của cư dân nông thôn trong thực hiện XDNTM vùng ĐBSH. 
(3) Sự tham gia của cư dân nông thôn trong XDNTM được đo lường thông qua: cư dân nông thôn chủ động tiếp nhận thông tin về XDNTM; đóng góp ý kiến; đóng góp các nguồn lực; cải thiện sinh kế; giám sát trong XDNTM; thực hiện các quy định về an toàn trong sản xuất, chế biến nông sản, ATTP và tham gia tạo cảnh quan, vệ sinh môi trường.
 
Những phát hiện, đề xuất mới rút ra được từ kết quả nghiên cứu, khảo sát của luận án 
 
(1) Sự tham gia của cư dân nông thôn luôn giữ vai trò nòng cốt trong XDNTM. Mức độ quan trọng của cư dân nông thôn thể hiện trong vai trò chủ thể chính và trực tiếp thực hiện từng tiêu chí NTM như: cải thiện điều kiện sống, cải thiện sinh kế, thực hiện an toàn trong sản xuất nông sản, vệ sinh môi trường,…Đây là chủ thể không thể thiếu trong quá trình XDNTM.
(2) Sự tham gia của cư dân nông thôn trong XDNTM gắn với kết quả XDNTM tốt hơn và bền vững hơn. Kết quả này có hai tác dụng: một là, giúp cư dân nông thôn hiểu rõ hơn trách nhiệm của họ, hai là giúp các nhà quản lý nhận thức rõ vai trò của cư dân nông thôn để có cơ chế khuyến khích, động viên sự tham gia của họ trong XDNTM.

THE NEW CONTRIBUTIONS OF THE THESIS

Contributions in terms of academics and theoretical perspectives
 
(1) Participation theory (Arnstein, 1969) and stakeholder theory (Freeman, 1984; Mitchell, 1997) shows that if managed subjects are heard more, are more involved and relevant Collaboration with managers is easy to achieve management goals. The extended thesis examines the theoretical basis of the participation of rural residents in vocational training in terms of methods and content of participation.
(2) Applying the theory of collective action (Tarrow 1988, Sandler 1992), the thesis explores the collective action of rural residents in the construction of new rural areas in the Red River Delta.
(3) The participation of rural residents in new rural construction is measured through: rural residents actively receive information about new rural construction; comments; contribute resources; improve livelihoods; supervision in new rural construction; implement regulations on safety in agricultural production and processing, food safety and participate in landscape creation and environmental sanitation.
 
New findings and recommendations are drawn from the thesis
 
(1) The involvement of rural residents has always played a core role in the new rural construction. The level of importance of rural residents is reflected as the main subject and directly performs each new rural criterion such as: improving living conditions, improving the inheritance, implementing safety in agricultural production, environmental sanitation, etc. This is an indispensable subject in the process of new rural construction.
(2) The participation of rural residents in new rural construction is associated with better and more sustainable rural construction results. This result has two effects: firstly, to help rural residents better understand their responsibilities, and secondly, to help managers to be aware of the role of rural residents to have the mechanism of encouragement, motivate their involvement in new rural construction.
