Luận án đã phát triển lý luận về quản lý đầu tư xây dựng cơ bản (XDCB) bằng vốn ngân sách nhà nước (NSNN) phù hợp với đặc thù ngành công an dưới góc độ kinh tế chính trị học . Cụ thể:

 

- Luận án đưa ra quan niệm quản lý đầu tư XDCB bằng vốn NSNN trong ngành công an.  Theo luận án, quản lý đầu tư XDCB bằng vốn NSNN trong ngành công an là sự tác động có tổ chức, có định hướng của  chủ thể quản lý vào quá trình đầu tư XDCB bằng một hệ thống đồng bộ các biện pháp kinh tế, tổ chức, kỹ thuật nhằm đảm bảo chất lượng XDCB và sử dụng có hiệu quả nhất nguồn vốn NSNN cho XDCB phù hợp với đặc thù của ngành công an. 

 

- Luận án không chỉ kế thừa mà còn phát triển nội dung quản lý đầu tư XDCB bằng vốn NSNN phù hợp với ngành công an. Đó là làm rõ  quản lý các dự án XDCB đặc thù của Ngành. Luận án cũng đã  tìm ra  những nhân tố mới ảnh hưởng đến quản lý đầu tư XDCB bằng vốn NSNN trong ngành công an là sự phối hợp giữa các đơn vị liên quan trong quản lý đầu tư  XDCB và cơ sở vật chất để thực hiện quản lý đầu tư  XDCB. 

 

 

Luận án đã xác định rõ những danh mục dự án đầu tư XDCB đặc thù bí mật trong công an. Đó là các dự án đầu tư XDCB hình thành nên tài sản đặc biệt và tài sản chuyên dùng trong ngành công an. Luận án cũng chỉ ra các dự án này cần được quản lý khác các dự án thông thường (dự án đầu tư XDCB hình thành nên tài sản phục vụ công tác quản lý trong ngành công an) như phê duyệt chủ trương đầu tư (giao Bộ Công an phê duyệt chủ trương các dự án nhóm B, nhóm C, quy định danh mục danh mục các dự án mật), cho phép áp dụng hình thức đấu thầu hạn chế hoặc chỉ định thầu trong lựa chọn nhà thầu, áp dụng cơ chế cấp phát thanh toán qua hệ thống tài chính của ngành công an, tăng cường công tác kiểm toán quyết toán và phân cấp, ủy quyền phê duyệt quyết toán..

 

Luận án cũng kiến nghị Quốc hội, Chính phủ hoàn thiện hệ thống văn bản quy phạm pháp luật  để đảm bảo thực hiện nhanh chóng các dự án đầu tư XDCB đặc thù bí mật trong ngành công an. Đó là sửa đổi các Luật Đầu tư công, Luật Xây dựng, Luật Đấu thầu, Luật Ngân sách nhà nước để đảm bảo tính đồng bộ với Luật Quản lý, Sử dụng tài sản công và Luật Bảo vệ bí mật nhà nước. 

 

Trên cơ sở nghiên cứu mới nêu trên, luận án nhấn mạnh sự cần thiết để các cơ quan chức năng của Nhà nước sớm thống nhất được danh mục các dự án đặc thù bí mật trong ngành công an (bao gồm dự án tuyệt mật, tối mật và mật), sửa đổi các Luật , Nghị định, Thông tư hướng dẫn liên quan đến các dự án đặc thù bí mật trong ngành công an để thống nhất quản lý, đảm bảo dự án được triển khai kịp thời, chặt chẽ đáp ứng được nhiệm vụ đảm bảo an ninh quốc gia và trật tự an toàn xã hội. 

 

 

 

Thesis topic: Management of capital construction investment with State budget capital in the public security sector of Vietnam

The thesis has developed a theory in the management of capital construction investment with the State budget capital which is appropriate to characteristics of the public security sector from the perspective of political economics. Specifically:

 

- The thesis has given the concept of managing capital construction investment by State budget capital in the public security sector. According to the thesis, managing capital construction investment by State budget capital in the public security sector is an organized and oriented impact of the managing entity in the process of investing in capital construction with one a synchronous system of economic, organizational and technical measures to ensure the quality of capital construction and the most effective use of the State budget capital for civil construction in the public security sector.

 

- The thesis has interpreted and discovered new determinants which affect management of capital construction investment with the State budget capital in the public security sector. Those are: coordination among relevant units in managing construction investment and facilities to execute capital construction investment management.

 

 

- The thesis has clearly identified the list of key investment projects of capital construction investment with its distinctive and confidential characteristics in public security sector. Those are investment projects of capital construction investment which form special and specialized assets in public security sector. The thesis has also designated that these projects needs to be administered differently from other regular projects (investment projects of capital construction investment form assets serving the management task in public security sector) as well as ratifying investing policy (authorize the Ministry of Public Security to ratify investing policy of group B, group C and regulate the list of confidential projects), allowing to apply limited forms of bidding or designate in choosing contractors, applying allocating payment mechanism through financial system in public security sector, reinforcing balancing and auditing, authorizing to ratify balancing,...

 

- The thesis has also petitioned the National Assembly, the Government to complete regulations and laws in order to ensure prompt execution in capital construction investment with its distinctive and confidential characteristics in public security sector. That is to modify the Laws of Service Investment, Laws of Construction, Laws of Bidding and Laws of State Budget to ensure synchronization with the Laws of Managing, Utilizing public assets and Laws of Protecting national top-secret and confidential information.

 

- With those stated bases, the thesis emphasizes the necessity in which the State’s authorities soon unify the lists of projects with distinctive and confidential characteristics in public security sector in order to unify management and ensure that projects are timely and closely initiated which accomplishes the mission of ensuring national security as well as social order and safety.
